About the IPC
Meet the ASP Interest Group
The ASP (Accredited Service Provider) Special Interest Group operates under the IPC Steering Committee, focusing on the development and refinement of standards within the debt resolution process. Comprising senior representatives from IPC accredited ASP members, the group reviews Code of Practice changes that impact debt recovery, ensuring they are effective and workable in practice. It undertakes projects specific to debt resolution, identifies sector-wide challenges, and promotes best practices. The group also supports education for operators, service providers, and motorists, and serves as a representative voice for the wider ASP members of the IPC. The Chairperson sits on both ASP Group and Steering Committee meetings, acting as the link between the two.

Private Parking Scrutiny & Advice Panel
The Sector Single Code of Practice is overseen by The Private Parking Scrutiny and Advice Panel (PPSAP). An independent panel was created in January 2025. The purpose of the panel is to create impartial oversight over the private parking Code of Practice, ensuring the Code raises standards for consumers.

The IPC Steering Committee is composed of industry leaders and specialists from across the private parking sector. It provides guidance on key issues such as IPC policy, sector-wide challenges, and overall strategy. The Committee was established to ensure a strong focus on representing the IPC's members. The Steering Committee includes the CEO of the IPC, the IPC’s Head of Membership, and the IPC’s Head of Compliance, alongside sector industry leaders. Sitting above the three special interest groups: The AOS Interest Group, The ASP Interest Group, and The Tech Group, the Steering Committee sets the strategic direction, while the special interest groups focus on the finer details.

The International Parking Community (IPC) is a DVLA Accredited Trade Association (ATA) representing organisations in the parking sector from both the public and private sectors. As a trade association and lobby group for industry professionals, the IPC's accreditation by the DVLA allows its Accredited Operator Scheme (AOS) members to access DVLA registered keeper data to enforce parking charges. Members must comply with the sector Code of Practice. The IPC regularly audits its members’ signs, sites and appeals.
We ensure our members uphold standards when they install signage to inform motorists how to be compliant and subsequently when pursuing non-compliant motorists. This includes mandating access to an independent adjudicator should the motorist wish to appeal a parking charge.
The IPC’s ensures access to an independent appeals service. For members of the IPC, the appeals service is the Independent Appeals Service (IAS).

Please note: The IPC are a Trade Association, not a regulatory body. This means that whilst we will address concerns raised about our members’ working practices that are not in compliance with the Code of Practice, we will not deal with complaints about individual parking charges. If you wish to appeal a parking charge, you must do this first to the operator, then, if not satisfied, to the IAS. If you wish to complain about the practices of a member, please see our complaints page.
Standards:
Our priority is to maintain high standards and conduct within the private parking sector. We ensure our members can manage sites in an effective way, whilst making the terms clear for motorists. This ensures motorists can park where they need to when accessing the NHS, local high street and other facilities. We also ensure motorists are given the opportunity to appeal, should they feel a parking charge has been issued in error or outside of the Code of Practice.

Meet the AOS Interest Group
The International Parking Community (IPC) is DVLA Accredited Trade Association (ATA). Accreditation signifies that the IPC meets the high standards required by the DVLA to authorise its members to access vehicle keeper data for the purpose of managing parking charges issued on private land. The IPC upholds the Code of Practice, ensuring that members follow not only the letter of the Code, but its spirit. The IPC operates structured audit and compliance programmes, provides training and guidance to its members and, where necessary, applies sanctions to ensure adherence to the Code. This framework ensures that parking charges are issued correctly and motorists retain the right to an independent appeals process should they believe the appeal was issued in error.
